The regular meeting of the Board of Directors was held on Tuesday, June 10, 2025, at Scooters, 2750 Miracle Mile, Bullhead City, AZ.  The meeting was called to order at 12:04 p.m., by President Larry Adams.      

Attendees

President Larry Adams, Secretary/Treasurer John Caponetto, Directors Michael Andrews, Larry Ojeda, Catherine Lopez-Rajaniemi, Shane Chester, and Bob King.  Absent:  Director Mike Williams.                                   

Minutes

President Larry Adams asked if they read the Newsletter.  President Larry Adams asked for a motion to approve the April Minutes.  Director Larry Ojeda made a motion to approve the April Board Minutes.   Director Bob King seconded the motion.  All were in favor.  Motion passed.   

Treasurer’s Report

President Larry Adams asked for a motion to dispense reading of the Treasurer’s Report until tomorrow’s general/dinner meeting.  Director Larry Ojeda made a motion to dispense reading of the Treasurer’s Report.  Director Bob King seconded the motion.  All were in favor.  Motion passed.

Old Business

Secretary/Treasurer John Caponetto said that at the Academy of Building Industries School the shades are done.  They are laying groundwork to get irrigation done, landscaping, and then block walls. They are getting construction done in the old building.    

President Larry Adams said that they have received an answer to the Public Record Request for information from the City of Bullhead regarding the bid award for construction on Highway 95 and the city’s issuance of 6.5 million dollars to an out-of-town contractor.  President Larry Adams said he didn’t find any irregularities.  President Adams felt they had followed through per request of S & S Concrete.

New Business

Guest Speaker

President Larry Adams said that Justin Flummer, recently appointed Bullhead City Fire Chief, will be our guest speaker at tomorrow night’s dinner meeting.  

President Larry Adams said that he just found out that Mayor Steve DiAmico has resigned as Mayor.  He has accepted a job as director of a newly formed transportation department that will be funded by federal grants.  

President Larry Adams also talked about series of Town Hall meetings in Arizona that are scheduled all over the state that are very informative about jobs and workers to fill the jobs in the state.

Minutes

President Larry Adams asked if they read the Newsletter.  President Larry Adams asked for a motion to approve the April Minutes.  Director Larry Ojeda made a motion to approve the April Board Minutes.   Director Michael Andrews seconded the motion.  All were in favor.  Motion passed.   

Treasurer’s Report

President Larry Adams asked for a motion to dispense reading of the Treasurer’s Report until tomorrow’s general/dinner meeting.  Secretary/Treasurer John Caponetto made a motion to dispense reading of the Treasurer’s Report.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.

Old Business

President Larry Adams passed out a letter to the Board Members that was sent to Toby Cotter, City Manager of the City of Bullhead City, stating that it had come to his attention that the city has issued in the neighborhood of 6.5 million dollars to an out-of-town contractor in the recent past.  Also, that he was told that all of the labor and materials have not benefited the city in any way.  He said he also attached a copy of the Arizona Revised Statutes, 34-241 to 3-243 and 34-302, requiring employment of local residents as well as a preference for local tax-paying contractors.  He said that he has zero response from the city.  The Public Record Request shows what we are requesting.  Let’s let the city know we are watching them and keep them accountable.  President Larry Adams also encouraged the Board Members to look at the Arizona Revised Statutes.  

Secretary/Treasurer John Caponetto said that at the Academy of Building Industries School the new addition is done in the old shop.  They have moved into the kitchen.  They are putting up the shade structures.  He will be getting with the subcontractors after school is out to finish off the shop building.  

New Business

President Larry Adams said that we received a membership application from Rick Swanson of A & C Plumbing Concepts, Inc.  President Larry Adams asked for a motion to approve the membership application from A & C Plumbing Concepts, Inc.  Director Larry Ojeda made a motion to approve the membership application from A & C Plumbing Concepts, Inc.  Secretary /Treasurer John Caponetto seconded the motion.  All approved the motion.  Motion passed.  

Guest Speaker

President Larry Adams said that Bo Hellams, Executive Director of the Bullhead City Chamber of Commerce, will be our guest speaker.

SPECIAL MEETING – April 2025

Call To Order

Special Board Meeting of the Board of Directors was held on Thursday, April 24, 2025, at Scooters, 2750 Miracle Mile, Bullhead City, AZ.  The meeting was called to order at 12:15 p.m., by President Larry Adams.   

Attendees

President Larry Adams, Secretary/Treasurer John Caponetto, Directors Shane Chester, Larry Ojeda, Catherine Lopez-Rajaniemi, and Michael Williams.  Absent: Directors Bob King and Michael Andrews.   Guests: Mike Mellow and Dale Abbott from S&S Concrete Materials, and Andre Roen of McCormick Construction.                                              

Minutes

President Larry Adams said that on Monday, April 21, 2025, S&S Concrete Materials personnel came in complaining about city contracts.  Specifically, the contracts awarded to Perco Rock, a firm from Colorado City, Utah, for roads and materials.  President Larry Adams passed out copies of part of the statutes for the State of Arizona that governed contracts.  

Regarding this contract with Perco Rock, the bids went out, were declined and went out for rebid with significant changes.  The Mohave Valley Contractors should make out the request for Public Records Documents. 

President Larry Adams asked Mike Mellow to read the first paragraph of 34-201 – Notice of intention to receive bids and enter contract:  procedure; doing work without advertising for bids; county compliance.  

President Larry Adams said that there is a preference for locals.  Mike Mellow said that in Nevada 50% of workers have to have ID in Nevada.  

President Larry Adams said that we need to know how and where they advertised?  When and where the bids are open?  What were the results of bids?  Ask for copy of Performance Bond.  Ask for copy of bid project.  By what method provision you are giving the contract?  

President Larry Adams said the reason we are having this meeting is for the Mohave Valley Contractors Association to stand up for our members to find out what the process is to bid on the projects throughout the city.  There are three jobs going on in the city and the employees are not from here and the materials are not from here.  Also, there may be an obvious violation of child labor laws.  A question was asked on whether to pursue this by the Mohave Valley Contractors Association.  

In question are the three jobs going on in the city for work being done at Optimum, Merrill and turn lanes on Highway 95.  President Larry Adams asked for a motion.  Director Shane Chester made the motion to move forward to go to the city to request certain bid documents on public works project in the City of Bullhead City.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.

Discussion was held whether we want to call the Department of Labor and tell them about children being used as child labor by the contractors from Colorado City, Utah.  We’ll bring this up at the next general meeting.

Secretary/Treasurer John Caponetto said that they have the permit paid ahead of time for the shades.  They need to schedule the installation of the shades.  He said that once the shades are up, he already has the permit for putting up the block walls.  

New Business

President Larry Adams said that the guest speaker for tomorrow night’s general meeting will be Mr. John Salvino, Mohave County Sheriff Supervisor for our District.  

Guest Speaker

President Larry Adams said that prices have increased on everything, like for garage doors, windows, air conditioning.  

Secretary/Treasurer John Caponetto said that he received a membership application from Sean Fields of Reliant Air Services.  There was a discussion on whether to approve or deny this membership application.  President Larry Adams asked for a motion to deny Reliant Air Services for membership.  Director Michael Andrews made a motion to deny the membership application from Reliant Air Services.   Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  

Director Catherine Lopez-Rajaniemi informed the Board Members that on Friday, April 11, 2025, there will be a dedication for the John & Olivia McCormick Performing Arts Pavillion.  There will be food trucks, a beer garden, amusement rides and games.

Old Business

Secretary/Treasurer John Caponetto said that they received the Certificate of Occupancy for the Academy of Building Industries school project.  The phones and cameras still need to be installed. Secretary/Treasurer John Caponetto said that the set of engineering prints for the shades were not approved.  The country wants $875 for a sealed set of engineering prints.  It will take around three weeks to get the sealed set of engineering prinst to be approved.  They can’t put up the block walls until shade structures are up.  They are looking for landscapers. 

President Larry Adams said that he has not heard anything from Phoenix regarding the status of the Registrar of Contractors.

New Business

Secretary/Treasurer John Caponetto said that we have an application from CBI Concepts for membership.  President Larry Adams asked for a motion to approve CBI Concepts for membership.  Director Catherine Lopez-Rajaniemi made a motion to approve the membership application from CBI Concepts.  Director Michael Andrews seconded the motion.  All were in favor.  Motion passed. 

Secretary/Treasurer John Caponetto said he received a postcard from the Tri-State Military Moms, Inc., thanking the Mohave Valley Contractors Association for the $500 donation to their organization. 

President Larry Adams said that our guest speaker for tomorrow night will be Mr. Jon Moss, Justice of the Peace for the City of Bullhead City.

President Larry Adams said that the work on the Academy of Building Industries school is not going as smoothly as it should.  They are still trying to get electricity, the alarm and security system online.  The Fire Marshall was on Christmas vacation.  They needed a special inspector for the hood.  Lot of frustrations trying to get inspections passed.

President Larry Adams said that our guest speaker for tomorrow night’s general meeting will be Jeanne Kentch, our Mohave County Assessor.

President Larry Adams said that work being done to the addition to the Academy of Building Industries school hit a bump.  They are waiting on electricians.  They need the start of electricity to have the inspection.  They hope to have the inspection by Thursday, the tile guy on the weekend, and flooring installed by next week.      

President Larry Adams said that the Christmas Party arrangements are all set.  Everyone will get one dinner ticket for a gift.  There will also be 10 envelopes with different amounts of money.  Raffle tickets will be sold for the 50/50.

President Larry Adams said that drywall was being done today at the Academy of Building Industries school.  The building should be completed by January. 

President Larry Adams said that he sent a computer printout of Mohave Electric Cooperative’s list, listing the salaries and compensation for their employees, to a reporter with the Mohave Valley News.

Secretary/Treasurer John Caponetto said that we received three membership applications.  Secretary/Treasurer John Caponetto said the first membership application was from Steel Erection & Maintenance Inc.  Short discussion was held.  President Larry Adams asked for a motion to approve the membership application from Steel Erection & Maintenance Inc.  Director Bob King made a motion to approve the membership application from Steel Erection & Maintenance Inc.  Director Shane Chester seconded the motion.  All were in favor.  Motion passed.

Secretary/Treasurer John Caponetto said that we have received six to seven new members applying for membership because of the 400 mailers sent out.  They have had only two returns. 

President Larry Adams asked the Board if they had received Arizona 2024 General Election Publicity Pamphlet.  President Larry Adams talked about a couple of the propositions being proposed. 

Guest Speakers

President Larry Adams said that tomorrow night’s guest speakers will be Tom Cole and Cindy Casaus of the Arizona Registrar of Contractors.  President Larry Adams said he will be meeting with them on Wednesday at 4:30 p.m.  President Larry Adams said that he hopes they have a tour of the Academy of Building Industries school on Thursday.

Call To Order


The regular meeting of the Board of Directors was held on Tuesday, September 10, 2024, at Scooters, 2750 Miracle Mile, Bullhead City, AZ.  The meeting was called to order at 11:56 p.m., by President Larry Adams.                

Attendees

President Larry Adams, Secretary/Treasurer John Caponetto, Directors Bob King, Larry Ojeda, Michael Andrews, and Catherine Lopez-Rajaniemi.  Absent:  Directors Shane Chester and Michael Williams.  Guest:  Leslie Chester.       

Minutes

President Larry Adams asked if they read the Newsletter.  President Adams asked for a motion to approve the August Board Minutes.  Director Larry Ojeda made a motion to approve the September Board Minutes.   Director Micael Andrews seconded the motion.  All were in favor.  Motion passed.         

Treasurer’s Report

President Larry Adams asked for a motion to dispense reading of the Treasurer’s report until tomorrow night’s general meeting.  Secretary/Treasurer John Caponetto made a motion to dispense reading of the Treasurer’s Report.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.

Old Business

President Larry Adams informed the Board that his office sent out over 400 mailers to contractors, which included a letter of introduction of the Mohave Valley Contractors Association and membership application.  He said that only 10 letters were sent back. 

President Larry Adams said that that the work going on at the Academy of Building Industries school is progressing.  It’s pretty well framed.  The air conditioning and plumbing is completed. 

New Business

President Larry Adams passed out two pages from the Mohave Electric Cooperative website that lists the salaries of their employees.  There was a short discussion regarding the salaries and compensations.  Mohave Electric Cooperative will be holding their annual meeting on September 19, 2024, at the Anderson Field House at 5:30 p.m. 

Leslie Chester asked to speak on behalf of the Kiwanis.  They are making beds for children and their slogan is “Everyone Deserves a Bed”.  They are asking for donations to help in this endeavor.  Ms. Chester said that even the students from the Academy of Building Industries school are helping out.  President Larry Adams asked for a motion to donate a 4×24 hand held belt sander.  Director Bob King made a motion to donate a 4×24 hand held belt sander.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed. 

Membership Applications

President Adams said that we have received several membership applications.  Secretary/Treasurer John Caponetto said the first membership application was from L&L Concrete Bobcat.  Short discussion was held.  President Larry Adams asked for a motion to approve the membership application from L&L Concrete Bobcat.  Director Bob King made a motion to approve the membership application from L&L Concrete Bobcat.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  Secretary/Treasurer John Caponetto said the next membership application is from Clear Water Systems.  Short discussion was held.  President Larry Adams asked for a motion to approve the membership application from Clear Water Systems.  Director Catherine Lopez-Rajaniemi made a motion to approve the membership application from Clear Water Systems.  Director Bob King seconded the motion.  All were in favor.  Motion passed.  Secretary/Treasurer John Caponetto said that a membership application from Azteca Concrete was received.  A short discussion was held.  President Larry Adams asked for a motion to approve the membership application from Azteca Concrete.  Director Catherine Lopez-Rajaniemi made a motion to approve the membership application from Azteca Concrete.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  Secretary/Treasurer John Caponetto said that the last membership application was from Daniell’s Septic.  A short discussion was held.  President Larry Adams asked for a motion to approve the membership application from Daniell’s Septic.  Director Bob King made a motion to approve the membership application from Daniell’s Septic.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  Secretary/Treasurer John Caponetto also said that they are refunding $50 back to Azteca Concrete and Daniell’s Septic for overpaying on dues.

Director Catherine Lopez-Rajaniemi passed out flyers and sponsor forms for the upcoming White Night Out event being held at Gary Keith Park on October 14th

Guest Speakers

President Larry Adams said that tomorrow night’s guest speaker will be Jean Thomas, Director of the Academy of Building Industries school.

President Larry Adams asked if anyone had anything else to discuss.  He then asked for a motion to adjourn.   Director Michael Andrews made a motion to adjourn.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  Meeting adjourned at 12:41 p.m.

Minutes

President Adams asked if they read the Newsletter.  President Adams asked for a motion to approve the July Board Minutes.  Director Bob King made a motion to approve the July Board Minutes.   Director Mike Williams seconded the motion.  All were in favor.  Motion passed.       

Treasurer’s Report

President Adams asked for a motion to dispense reading of the Treasurer’s report until tomorrow night’s general meeting.  Secretary/Treasurer John Caponetto made a motion to dispense reading of the Treasurer’s Report.  Director King seconded the motion.  All were in favor.  Motion passed.

Old Business

President Adams said the addition to the Academy of Building Industries School is being constructed.  Concrete has been poured.  Walls will be framed by Thursday.

President Adams said that the primary election is over.  Chris Morgan and Catherine Lopez-Rajaniemi were defeated.  Ron Gould won by a landslide.  Politics on the local level settled. 

President Adams informed the Board that Proposition 416 passed.  A PACT was formed to advertise this proposition.  He said that city employees are not supposed to endorsed this proposition.  Strict violation of voting laws. 

New Business

President Adams said he received a membership application from Shurte Construction.  Short discussion was held.  President Adams asked for a motion to approve the membership application from Shurte Construction.  Director King made a motion to approve the membership application from Shurte Construction.  Director Williams seconded the motion.  All were in favor.  Motion passed. 

President Adams passed out a flyer from the Laughlin Chamber of Commerce They are asking for sponsors for a book they are putting out entitled “The House That She Built”.  Sponsors will have their logo added to a sticker insert inside cover of book.  President Adams said that the Mohave Valley Contractors Association should be a sponsor and contribute $600 as a sponsor.  President Adams asked for a motion.  Secretary/Treasurer Caponetto made a motion to have the Mohave Valley Contractors Association be a sponsor and contribute $600 as a sponsor.  Director King seconded the motion.  All were in favor.  Motion passed. 

Guest Speakers

President Larry Adams said that Joe Bardswich of Golden Vertex will be our guest speaker for tomorrow night’s dinner meeting.   

President Adams passed out a letter that will be send out by the Mohave Valley Contractors Association to all the contractors residing in Fort Mohave, Mohave Valley, Bullhead City and Kingman.  He said that there are over 400 contractors that they found.  The letter being send out in a letter of introduction to the Mohave Valley Contractors Association and a membership application will go with the letter.  The back of the letter has our Mission Statement.  President Adams said his assistant did all the research and got addresses and will be mailing this out.

President Larry Adams asked if anyone had anything else to discuss.  He then asked for a motion to adjourn.   Director King made a motion to adjourn.  Director Williams seconded the motion.  All were in favor.  Motion passed.  Meeting adjourned at 12:16 p.m.
