SPECIAL MEETING – April 2025

Call To Order

Special Board Meeting of the Board of Directors was held on Thursday, April 24, 2025, at Scooters, 2750 Miracle Mile, Bullhead City, AZ.  The meeting was called to order at 12:15 p.m., by President Larry Adams.   

Attendees

President Larry Adams, Secretary/Treasurer John Caponetto, Directors Shane Chester, Larry Ojeda, Catherine Lopez-Rajaniemi, and Michael Williams.  Absent: Directors Bob King and Michael Andrews.   Guests: Mike Mellow and Dale Abbott from S&S Concrete Materials, and Andre Roen of McCormick Construction.                                              

Minutes

President Larry Adams said that on Monday, April 21, 2025, S&S Concrete Materials personnel came in complaining about city contracts.  Specifically, the contracts awarded to Perco Rock, a firm from Colorado City, Utah, for roads and materials.  President Larry Adams passed out copies of part of the statutes for the State of Arizona that governed contracts.  

Regarding this contract with Perco Rock, the bids went out, were declined and went out for rebid with significant changes.  The Mohave Valley Contractors should make out the request for Public Records Documents. 

President Larry Adams asked Mike Mellow to read the first paragraph of 34-201 – Notice of intention to receive bids and enter contract:  procedure; doing work without advertising for bids; county compliance.  

President Larry Adams said that there is a preference for locals.  Mike Mellow said that in Nevada 50% of workers have to have ID in Nevada.  

President Larry Adams said that we need to know how and where they advertised?  When and where the bids are open?  What were the results of bids?  Ask for copy of Performance Bond.  Ask for copy of bid project.  By what method provision you are giving the contract?  

President Larry Adams said the reason we are having this meeting is for the Mohave Valley Contractors Association to stand up for our members to find out what the process is to bid on the projects throughout the city.  There are three jobs going on in the city and the employees are not from here and the materials are not from here.  Also, there may be an obvious violation of child labor laws.  A question was asked on whether to pursue this by the Mohave Valley Contractors Association.  

In question are the three jobs going on in the city for work being done at Optimum, Merrill and turn lanes on Highway 95.  President Larry Adams asked for a motion.  Director Shane Chester made the motion to move forward to go to the city to request certain bid documents on public works project in the City of Bullhead City.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.

Discussion was held whether we want to call the Department of Labor and tell them about children being used as child labor by the contractors from Colorado City, Utah.  We’ll bring this up at the next general meeting.  

Adjournment

President Larry Adams asked if anyone had anything else to discuss.  He then asked for a motion to adjourn.   Secretary/Treasurer John Caponetto made a motion to adjourn.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  Meeting adjourned at 1 p.m.
