President’s Letter

Cindy Casaus, the acting Registrar of Contractors, stayed true to her word and was in Bullhead City on August 21st. Several of our members met with Cindy at the library prior to a scheduled meeting of the public concerning the dangers of using unlicensed contractors. Unfortunately, I was unable to attend the meeting, as I was ill with a third round of Covid. Both meetings went well, and we are grateful for the opportunity to have had a private meeting with Cindy to discuss our concerns with the Registrar’s Office directly with the head of the agency. 

John Caponetto gave Cindy a tour of the Academy of Building Industries following the meeting at the library. The registrar had heard of the school and was very much interested in it. I think it is safe to say that the registrar was very impressed with our facility, the students and the staff that run it. The school is unique to Arizona and certainly the only one to have been founded by a contractor’s association. The registrar has been invited to speak at one of our regular monthly meetings that will happen in the near future. 

Our scheduled guest speaker for our August dinner meeting, Arizona Representative Leo Biasiucci, previously forgot about the event where we did not wind up with a speaker. We will, however, have another opportunity at this month’s dinner meeting on September 13th to hear him speak. He will be updating us on the accomplishments of the last legislation session, or lack thereof. This promises to be a very informative meeting so I hope you will plan to attend. Call To Order

The regular meeting of the Board of Directors was held on Tuesday, August 8, 2023, at Scooters, 2750 Miracle Mile, Bullhead City, AZ.  The meeting was called to order at 12 p.m., by President Larry Adams.     

Attendees

President Larry Adams, Secretary/Treasurer John Caponetto, Directors Shane Chester, Tonya Frederickson, and Catherine Lopez-Rajaniemi.  Absent:  Directors Chris Morgan and Darryl Franklin.   Guests:  Linda Saldana, Charles Lopez, and Eric Hudson.  

Minutes

President Adams asked everyone if they read the Newsletter.  President Adams asked for a motion to approve the July Board Minutes.  Director Chester made a motion to approve the July Board Minutes.   Director Frederickson seconded the motion.  All were in favor.  Motion passed.    

Treasurer’s Report

President Adams asked for a motion to dispense reading of the Treasurer’s report until tomorrow night’s general meeting.  Director Frederickson made a motion to dispense reading of the Treasurer’s Report.  Director Chester seconded the motion.  All were in favor.  Motion passed.

New Business

President Adams asked if there was any progress for the Academy of Building Industries school site plan.  Secretary/Treasurer Caponetto said that the site plan has been submitted to Mohave County and was in review.  He said it takes 30 days to five months to be approved.  Secretary/Treasurer Caponetto said that they are getting an application for water and in a month or so will have it all resolved.  He said that Jeremiah Perkins of Clear Circuit has a farm and is donating an acre of water to the school.  President Adams said they will send a letter to Jaime Kelly thanking her for allocating water to the school and allowing us the opportunity to purchase water from her properties. 

President Adams informed the Board that it now costs $7,000 for acre/ft.  It used to cost $1,000 acre/ft.

President Adams said that Rob of Selberg Associates wanted another $3,000 to deal with the County for site plan.  President Adams said too much time to get confirmation of approvals for site plans. 

Everybody is having problems with Mohave County’s permitting process.  Contractors are reluctant to complain for fear of retaliation by the County. 

President Adams informed the Board the new acting Registrar of Contractors is Cindy Casaus.  She will be holding a public meeting on August 23rd at the Library.    President Adams said that he and some of the Board Members will be meeting with her at 9am at Pueblo Construction.  She also requested a tour of the Academy of Building of Industries school. 

Membership Application

Secretary/Treasurer Caponetto said he received a membership application from Larry Ojeda of L&D Excavation LLC.  President Adams asked for motion to accept the membership application.  Director Chester made a motion to accept the membership application from L&D Excavation LLC.  Secretary/Treasurer Caponetto seconded the motion.  All were in favor.  Motion approved. 

Secretary/treasurer Caponetto asked if anyone had anything else to discuss. He then suggested an adjournment as no formal motion was made to approve as there was no quorum present. Directors Frederickson and Lopez-Rajaniemi agreed, and the meeting was adjourned at 12:25 p.m.

President’s Letter

I sincerely hope everyone had an enjoyable 4th.  It is a time to remember the birth of the greatest free country in the world and it is up to us to keep it that way.  The 4th is also a day to hopefully spend with family and neighbors, as well as enjoying fireworks over the river as I was able to do.

We are still working to get construction started on the school expansion and it looks like that will happen in the near future.  

I see that A.D.O.T. has started the resurfacing of Hwy 95 from bridge to bridge.  This project is certainly long overdue, and I suppose we can live with the inconvenience of construction long enough to get it done.  

The guest speaker for our dinner meeting is not yet confirmed, but I am trying to get our newest Bullhead City Councilman, Rich Lettman, as our speaker.  As you know, Rich is one of us as he is the owner of Coit Cleaning and Restoration.  Rich was appointed to the City Council to fill the term of Norma Brumett, who recently passed away.  It will be interesting to hear what Rich envisions as a future for Bullhead City.  

So, make your reservation for Wednesday dinner now.

Old Business

President Adams asked Secretary/Treasurer Caponetto to inform the board regarding the Academy of Building Industries School Board meeting held last week.  Secretary/Treasurer Caponetto said he talked to Jamie Kelley who is the attorney the Mohave County Water Authority regarding 15 acre-feet of water that she holds with the Mohave Valley Irrigation and Drainage District that could be re-allocated to other properties.  She has a six-month extension to determine how and when she can re-allocate the water.   Secretary/Treasurer Caponetto said he wrote a letter to Jamie Kelley asking her to sell a portion of her water to the Academy of Building Industries School.

Secretary/Treasurer Caponetto said that at the present time there are no MVIDD contract/application forms to allocate water to other properties.  MVIDD is currently trying to develop language for owners of a water allocation to allocate water to other owners of property.  He will continue to work with Jamie Kelley and then acquire the new developed contract/application form from MVIDD.  President Adams said that he didn’t think that acquisition of the needed water allocation for the school would be a problem with MVIDD.  We have to buy water. There was an additional discussion regarding the water allocations held by Bullhead City and how it is stored.

Secretary/Treasurer Caponetto said that he received an estimate for development of the architectural building plans for the Academy of building Industries School at the amount of $88,800.00.  This amount was simply ridiculous, and an alternate bid was acquired from Selberg Associates at a much more reasonable price. Development of the project site plan is a real hurdle with added difficulty in trying to get anything done at the County.

Guest Speaker

President Adams said that our scheduled speaker was going to be Martin Quesada, Governor Hobb’s appointed director as Registrar of Contractors.  The Senate rejected his appointment.  President Adams said he has a call to Leo Biasiucci to find out about this.  Mohave County Sheriff Doug Schuster will be our guest and he will discuss the proposed quarter-cent sales tax increase to support the Sheriff’s Department.

New Business

Secretary/Treasurer Caponetto made a note that Charles Lopez of Mohave Electric has not been appointed to the board.  President Adams said for him to keep on coming to the board minutes and if he wants, he can be formally appointed.

Old Business

President Adams informed the Board that he read in the paper that the Academy of Building Industries school held a groundbreaking ceremony for the construction of a new building.  Secretary/Treasurer Caponetto said this is possible with donations and grants that they have received.  This process will take time as getting building plans together, getting bids will take time but we are moving forward.  Secretary/Treasurer Caponetto said he was also looking to see about a line of credit, if needed. 

New Business

President Adams said that Mohave County Assessor, Jeanne Kentch, will be our guest speaker for tomorrow night’s dinner meeting.

President Adams said that he went to the Diamondbacks Stadium for a seminar and met the newly appointed director of the Registrar of Contractors, Martin Quezada.  Mr. Quezada offered to come as a guest speaker to one of our dinner meetings. 

Secretary/Treasurer Capenetto said that he received an application for membership from Mike Williams, TWN Communications.  President Adams asked for a motion to approve the application for membership from TWN Communications.  Secretary/Treasurer Caponetto a motion to approve the application for membership from TWN Communications.  Director Lopez seconded the motion.  All were in favor.  Motion passed. 

Secretary/Treasurer Caponetto informed the Board that he spoke to Patty Stewlow of Foothills Bank regarding our $99,000 that we have in our savings account.  She informed him that if they put $70,000 in a four-month CD it would generate $1200 in four months.  Secretary/Treasurer Caponetto made a motion to invest $70,000 in a four-month CD at Foothills Bank.  Director Chester seconded the motion.  All were in favor.  Motion passed. 

Director Lopez-Rajaniemi said that she had talked to Jean at the Academy of Building Industries school regarding putting on a Home and Garden Show.  She said that not only would it be good publicity for the school, but the kids love working it.  She also said that she would like to see it moved to Fall instead of Spring as snowbirds would still be in town.  This subject will be brought up to the members at the general dinner meeting.

President Adams informed the Board that a past president of the Mohave Valley Contractors Association, Rick Bastyr, age 56, passed away on March 10, 2023.  A Celebration of Life was held last Thursday, April 6, 2023, at the Rotary Park Softball Fields and a tree was planted in his honor.

President Adams said that Mohave County Assessor, Jeanne Kentch, will be our guest speaker for tomorrow night’s dinner meeting.

Water Problem

President Adams that there is a water problem in the Valley.  To get a building permit you have to go through the Mohave County Valley Irrigation System to get water allocation.  The only water available is buying from the farmers.  This is a critical problem.  President Adams said he will try to get Mark Clark from the City of Bullhead City and a representative from the Mohave County Valley Irrigation District to be our guest speakers for next month’s general meeting to talk about water allocation. 

Director Lopez-Rajaneimi said that she received a letter from the Hualapai Resources Department stating that they want to install meters on their wells.

Secretary/Treasurer Capenetto said that he received an application for membership from Design Homes that is owned by Bob Garringer.  President Adams asked for a motion to approved the application for membership from Design Homes.  Director Frederickson made a motion to approve the application for membership from Design Homes.  Director Lopez-Rajaniemi seconded the motion.  All were in favor.  Motion passed.

New Business

President Adams told the Board that Mohave County has a new Economic Development Director.  A meeting was held on February 22, 2023, to find out why local contractors are not bidding on local commercial projects.  Notices were sent out to all contractors and realtors.  President Adams said that Bob Brown, Secretary/Treasurer Caponetto and himself went to the meeting on behalf of the Mohave Valley Contractors Association.  A discussion was also held regarding affordable housing.

President Adams also said that Mr. Jeff Fleetham, Registrar of Contractors, is no longer in office.  Mr. Martin Quecada is said to be the new Registrar of Contractors.  It will be interesting to see what the Registrar of Contractors office will be like under Mr. Quecada. 

President Adams told the Board that Julia Garringer of Mohave Electric Cooperative, has expressed interest in joining the Board.  President Adams then appointed Ms. Garringer to be our new Board Member. 

President Adams said that he would not be at tomorrow’s dinner meeting.  Secretary/Treasurer Caponetto will conduct the dinner meeting in his stead. 

President Adam’s informed the Board that the Registrar of Contractors last day was last Friday.  President Adams thinks that the new Registrar of Contractors is Martin Quezada. 

President Adams said that next month’s guest speaker will be Paul Bull of State Farm Insurance.

Question was asked as to how well is the Academy of Building Industries school is doing.  Secretary/Treasurer Caponetto said they are doing very well.  He also mentioned that the Legacy Foundation is going to match financially with the Academy of Building Industries school for a new addition to the school.

There was a discussion regarding the Christmas party and also new directives as to who gets their meals comped. Everyone said they had a good time.

New Business

President Adams said that he and Secretary/Treasurer Caponetto are going to Kingman, AZ, tomorrow to attend the Mohave County Building Advisory Board Meeting chaired by Mehdi Azarmi. President Adams went through the agenda. There will be discussion and possible action regarding geotechnical requirements for commercial and residential properties. Discussion and possible action regarding energy code requirements for commercial projects. Discussion and possible action regarding building permit applications and submittal requirements (proof of owner authorized). Discussion and possible action regarding development review and building permit review process. Discussion and possible action regarding wind speed requirements for residential (IRC) and commercial (IBC). Discussion and possible action regarding single point of contact for development review process. Discussion and possible action regarding site plan review fees. President Adams stated he hopes more people attend this important meeting.

President Adams said that the City of Bullhead City has shut down Brookfield Communities from building any more homes until they complete the roads and off-site utilities.

Also, Director Lopez-Rajaniemi said that there were two class action suits against the company that wants to use the City of Bullhead City logo for their envelopes for being in the business of warrenty. The City of Bullhead City will receive 50 cents royalty for each envelope.

Old Business

President Adams said that the month of December we will have our annual Christmas dinner. Robbie Adams will be contacting Grace regarding the Class Act Band to confirm our reservation with them. Secretary/Treasurer Caponetto said he will have cash prizes in envelopes. Hopefully everyone brings a gift. Everyone will get a dinner ticket so that they can participate in a gift exchange. We will also be selling 50/50 tickets.

Secretary/Treasurer Caponetto reminded the Board that he had written letters to the Mohave County Supervisors regarding the $14.75 mattress charge at the county dump. Only reply he got was from Supervisor Ron Gould’s secretary. Secretary/Treasurer Caponetto was informed that only Supervisors can make orders to charge for anything at the dump. So, no more charge to dump mattresses. President Adams said that the building in Section 30 has been demolished. President Adams couldn’t believe that Billie in the Building Department of the City did not know about it, let alone that the building had no permits or engineering inspections.

Director Chester wanted to discuss the school board’s lack of transparency and coverup on what they are paying employees. He said they are doing thing unethical, no transparency. It also is illegal to post or sway people on how to vote on school grounds or campus. Discussion on what the school board has done and Director Chester discussed on what he knows is going on now.

Director Lopez-Rajaniemi informed the Board that the Academy of Building Industries high school received an “A” rating. She felt we should do something for the school and students like a pizza party. Secretary/Treasurer Caponetto said he would talk to Jean and see about doing something at the end of the school year. A suggestion of cookies for the whole school was mentioned.

President Adams said that Bo Hellams of the Chamber of Commerce will be our guest speaker at tomorrow night’s general dinner meeting.

New Business

Secretary/Treasurer Caponetto said that the Legacy Foundation is donating $600,000 for the next addition to the Academy of Building Industries school building. The Halle Foundation is matching the Legacy Foundation’s donation of $600,000. Hopefully it can start in January with 1.2 million. They need to find a General Contractor and they need to send it out to bid. Secretary/Treasurer is hoping to have Scott Seabury of Seabury/Fritz to start a site plan as soon as possible.

Old Business

President Adams informed the Board that he, Glenn and Catherine Rajaniemi, and Secretary/Treasurer Caponetto met with the Registrar of Contractors, Jeff Fleetham, regarding that everyone gets a Contractor’s License. Mr. Fleetham claims that they read all applications applying for Contractor’s License. President Adams that there is new regime coming in and Mr. Fleetham will be out.

Secretary/Treasurer Caponetto said that he received an e-mail from Mr. Fleetham inviting him and others to his zoom meeting on November 1, 2022. Secretary/Treasurer Caponetto said that he will present the invitation to the membership at tomorrow night’s general dinner meeting to see if they want to go online for the zoom meeting.

Secretary/Treasurer Caponetto said that Mr. Fleetham gave him, Glenn and Catherine Rajaniemi, signs with stands stating “Hire Licensed Contractors”. Secretary/Treasurer Caponetto will bring them to tomorrow night’s general dinner meeting.

President Adams said that he and Secretary/Treasurer Caponetto will be attending the Mohave County Building Code Advisory Board Quarterly Meeting on Wednesday, October 13th, at 2:30 p.m., located at the Mohave County Board of Supervisors Auditorium in Kingman.

President Adams said that he spoke with Davy Spurlock of Ant Farms and that he said that City of Kingman is trying to raise their Impact fees.

President Adams also informed the Board that Proposition 310 is an increase of sales tax primarily for the Fire Department Districts. He said to vote NO on sales tax increases.

Secretary/Treasurer Caponetto said he received the Propositions Publicity Pamphlet regarding all the Propositions. He mentioned a couple of examples that are in the very heavy “book” pamphlet.

Secretary/Treasurer Caponetto also brought up the subject of mattresses being taken to the dump. He said he wrote letters to all five supervisors two weeks ago and has not received any replies.

New Business

President Adams informed the Board that he was just informed that Kat O’Brien of Stylish Lighting had passed away from cancer. Condolences to her family. President Adams said that he has been driving through Rotary Park every day and that the roof structure had tilted and he called Billy at the Building Department and he didn’t know anything about it. The city is not abiding by the Building Codes. He said that they are violating a lot of things under the procurement law and are not supposed to be competing with private industries. President Adams said that the county has gone totally out of hand in trying to get building permits. Seems like you have to go through seven different departments to get permits. Very frustrating. Special inspections for metal buildings are not in the Building Codes. They still want Geotech reports on every individual house. President Adams said that last Thursday he met with Ron Gould, Hildy Anguis, Tim Welsh and Gilbert Spiley regarding this. Secretary/Treasurer Caponetto informed the Board that he went to the Dump on El Rodeo Drive and was told that since October 1st a surcharge of $14.75 was put on mattresses. Apparently, the land is owned by the county, but Tri State Refuse does the daily operations. They told him that the county set the price. Mattresses will probably be dumped in the desert because of the charge. He is thinking of writing a letter to all of the county supervisors regarding this.

Election Results

President Adams said he hasn’t heard yet on the results of the primary election which was held last Tuesday. If the candidates get 50% of the votes, then they are elected. There will be a runoff if they do not receive 50% of the votes and have to run in November. At tomorrow night’s meeting, we may have the final results.

Director Morgan brought up the subject of Dike Road. He said they were working on five lots, 20 acres, and that Mohave County will not let them trench. He wanted to know who owns the easement and is still wanting to hear back from Mohave County. Discussion was held regarding PUE’s and legal status. Very unusual situation.

President Adams said that he had driven through Rotary Park and that next to the warehouse by Playa Del Rio, a roof structure was being built. He could tell that it did not meet code. President Adams said he talked to Billie at the Building Department and that he didn’t know anything about it. He said he then emailed Toby Cotter and told him that the roof structure did not meet code. Toby Cotter responded that the city staff said it was fine.

President Adams that they are violating a lot of things under procurement law. Also said that the city is not allowed to compete with private industry. Seems like there is a double standard between the city and the contractors.

Guest Speaker

President Adams said that Mohave County Sheriff, Doug Schuster, will be speaking to our members at tomorrow night’s dinner meeting.
President Adams said that he received an email from the Registrar of Contractors, Jeff Fleetham, who said that he would like to visit with him for about an hour. Mr. Fleetham will be visiting Bullhead City on September 28th. President Adams asked the Board if we want to participate in a meeting with the Registrar of Contractors and if they want to meet with him. President Adams said we should probably meet with him and listen to him and voice our concerns. It was decided that Director Chester and President Adams will meet with him when arrangements are made.
