The regular meeting of the Board of Directors was held on Tuesday, February 10, 2026, at Scooters, 2750 Miracle Mile, Bullhead City, AZ.  The meeting was called to order at 11:53 a.m., by President Larry Adams.    

Attendees

President Larry Adams, Secretary/Treasurer John Caponetto, Directors Michael Andrews, Tonya Frederickson, Larry Ojeda, Shane Chester, and Michael Andrews.  Absent:  Catherine Lopez-Rajaniemi and Bob King.                       

Minutes

President Larry Adams asked if they read the Newsletter.  President Larry Adams asked for a motion to approve the January Board Minutes.  Director Tonya Frederickson made a motion to approve the January Board Minutes.   Director Michael Andrews seconded the motion.  All were in favor.  Motion passed.      

Treasurer’s Report

President Larry Adams asked for a motion to dispense reading of the Treasurer’s Report until tomorrow night’s general/dinner meeting.  Director Shane Chester made a motion to dispense reading of the Treasurer’s Report.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.

Old Business

President Larry Adams said that our guest speaker, Paul Bull, for tomorrow night’s general/dinner meeting, cancelled as there was a death in the family.  We hope to have him speak at the March general/dinner meeting.  President Larry Adams said that Director Catherine Lopez-Rajaniemi and Caroline Strecker will be our guest speakers for tomorrow night’s general/dinner meeting.  They are two of five candidates running for two seats in the House of Representatives, District 30.  The five candidates are all Republicans.  He also said that the primary election has been moved to July 21st. 

New Business

Secretary/Treasurer John Caponetto said that they received a membership application from TJ Stassi, Inc.  President Larry Adams asked for a motion to accept the membership application from TJ Stassi, Inc.    Director Larry Ojeda made a motion to approve the membership application from TJ Stassi Inc.  Director Michael Andrews seconded the motion.  All were in favor.  Motion passed. 

Secretary/Treasurer John Caponetto informed the Board that our CD is coming up for renewal next month.  Secretary/Treasurer John Caponetto said that we can change the renewal of the CD to 4% but that would mean filling out paperwork.  President Larry Adams asked if can keep it at 3% and just roll it over.  Everyone agreed.  President Larry Adams asked for a motion.  Director Shane Chester made a motion to roll over the CD at 3%.  Director Larry Ojeda seconded the motion.  Motion passed. 

Secretary/Treasurer John Caponetto said that Chaparral Country Club is now going to charge us $18 per person instead of the $15 we’ve been paying.  President Larry Adams asked for a motion to charge our membership $18 for dinner.  Director Tonya Frederickson made a motion that we charge our membership $18 for dinner.  Director Larry Ojeda seconded the motion.  Motion passed. 

Director Shane Chester spoke to the Board regarding White Night Out to be held at Gary Keith Park on April 18th.  This is a fundraiser.  He also talked about working with a group putting in musical instruments at Gary Keith Park.  He will bring pamphlets to tomorrow night’s meeting. 

Secretary/Treasurer John Caponetto said that there will be a culinary ribbon cutting at the Academy of Building Industries school on March 3rd at noon. 

President Larry Adams said that Robbie Adams will talk about the big celebration at Gary Keith Park regarding the City’s Museum to be held around March 14 at tomorrow night’s meeting.

Old Business

President Larry Adams said that the Christmas party was a success.  Everyone seemed to have had a good time.  Band was great.  President Larry Adams also said that Director Bob King did a great job as MC.   

New Business

President Larry Adams said that our guest speakers for tomorrow night’s general meeting will be two candidates running for the position of Judge of the Superior Court, Division 7.  One candidate lives in the City of Bullhead City and the other candidate lives in Kingman.  President Larry Adams said he felt both of them look to be pretty well qualified.

Secretary/Treasurer John Caponetto informed the Board that he doesn’t know if the dinner prices for our monthly dinner meetings will stay the same or go up since the City of Bullhead City took over the ownership of the Chaparral Country Club.  He said he will look into it.  A short discussion was held regarding pricing of meals and other places to look into.

Old Business

President Larry Adams said that he attended a Town Hall Meeting in Tempe, Arizona, on October 30th

The Town Hall meeting was on construction work force.  It was four hours long and 60 to 75 people were invited to attend and was held in one room.   Questions were asked regarding work force in general.  There were also hundreds of pages on background material.  President Larry Adam thought it went pretty well overall and was beneficial. 

New Business

Resident Larry Adams informed the Board that he appointed Tonya Frederickson to be on the Board replacing Director Michael Williams.  Secretary/Treasurer John Caponetto said he will be writing a letter to Director Michael Williams informing him that his services are terminated.

President Larry Adams talked about the upcoming Christmas party on December 10th at the Chaparral Country Club.  Secretary/Treasurer John Caponetto said that the dinner will be Roast Beef, mash potatoes, vegetable, salad, dinner rolls, and dessert.  The dessert will be either apple pie or pumpkin pie.  The charge for the dinner with apple pie is $38.94.  Dinner with pumpkin pie is $36.77.  Secretary/Treasurer John Caponetto said maybe we can charge the members $25 and have the Mohave Valley Contractors Association contribute the rest of the money.  After a short discussion, President Larry Adams asked for a motion to charge the members $30 for the dinner and the Mohave Valley Contractors Association will pick up the rest of the charge.  Director Bob King made a motion to charge members $30 for the Christmas dinner and Mohave Valley Contractors Association will be covering the balance.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion approved.   Secretary/Treasurer John Caponetto said we will be asking for the dinner with pumpkin pie.  President Larry Adams said we will have a live band again.  Secretary/Treasurer John Caponetto also said that we will not be paying the band’s dinners.  He also said that he will be sending out emails regarding the cost of the dinner to the membership. 

Guest Leslie Chester talked about the Community Pride Advocates inviting everyone to be part of a new holiday tradition, Lights in the Park at Gary Keith Civic Center Park.  There will be a contest for Best Overall Display or Best Use of Solar contest.  On December 6th there will be a lighting ceremony at 6 p.m.

Short discussion on whether the Mohave Valley Contractors Association wanted to be a Sponsor.  President Larry Adams asked for a motion.  Director Bob King made a motion for the Mohave Valley Contractors Association to be a Gold Trophy Sponsor for $500 for Lights in the Park.  Director Tonya Frederickson second the motion.  All were in favor.  Motion approved.

President Larry Adams informed the Board Members that the City of Bullhead City has taken over the Chaparral Country Club.  They also assumed their $400,000 debt.  Discussion was held regarding how unlawful it is for the City of Bullhead City to compete against private businesses.  Also, discussion was held regarding water rights.     

New Business

President Larry Adams said that we have two new membership applications.  The first membership application is from Desert River Construction, Chuck Huseman.  President Larry Adams asked for a motion to approve Desert River Construction for membership.  Director Bob King made a motion to approve the membership application from Desert River Construction.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  The second membership application is from The Gravel Pit, LLC, Jordan Floyd.  President Larry Adams asked for a motion to approve The Gravel Pit, LLC, for membership.  Director Catherine Lopez-Rajaniemi made a motion to approve the application from The Gravel Pit, LLC.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed. 

President Larry Adams spoke on Town Hall meetings held in Arizona twice a year.  President Larry Adams said he will be going to Tempe, Arizona, on October 30th for a Town Hall meeting that will be dealing with the construction industry and construction workers.

Treasurer’s Report

Old Business

Secretary/Treasurer John Caponetto said that at the Academy of Building Industries School they have finished putting up the wiring.  He will be getting students to help put up the lights on the shades.  Landscaping should be finished by Friday.  Also, the coating on sidewalks should be finished by the end of the month.        

New Business

President Larry Adams spoked on an article from the Arizona Republic newspaper regarding affordable housing.  He said that they are putting more requirements to building a house, prices are going up and no one can afford homes. 

Director Catherine Lopez-Rajaniemi said that there are crucial problems with the Mohave County Building Department as their department is understaffed and they are outsourcing getting permits. 

President Larry Adams introduced Tom Cole, Registrar of Contractors.  Mr. Cole spoke to the Board Members regarding the R62 Licenses.  Mr. Cole said that the Handyman license is for residential and not for commercial use.  Mr. Cole said that this program started in Cochise County.  This program is to give a pathway for illegal contractors to getting a proper license.  Mr. Cole said that the Office of Economic Discovery put in $50,000 seed money.  In three weeks, the grant money will dry up.  He said that he would rather have them have a license than not.  There was a question/answer period.  Mr. Cole is looking for help to extend the Recovery Fund. 

President Larry Adams said that there was a rumor that the city was taking over the Chaparral Country Club.  Robbie Adams said that it was a done deal.  Secretary/Treasurer John Caponetto said that Chaparral Country Club charges us $15 per meal.  He said that besides them charging us sales tax on the $15, they are now charging us a 15% gratuity tax.  We are taking a loss.

Old Business

Secretary/Treasurer John Caponetto said that at the Academy of Building Industries School they have 108 students.  There’s a little competition between them and Desert Star Academy.  Construction is complete and all rooms are being used.  The old kitchen is being used as an exercise room.  They received 12 units of equipment from Planet Fitness.  All that is needed is to have the block wall and landscaping finished.  Secretary/Treasurer John Caponetto also said that they received a $250,000 grant for an automotive shop.   

New Business

President Larry Adams said that our guest speakers will be Hildy Anguis and Leo Biasiucci at tomorrow night’s dinner meeting.  The topic will be “Affordable Housing”.  President Larry Adams hopes that everyone has questions for our guest speakers regarding this topic. 

Secretary/Treasurer John Caponetto said that our CD comes due shortly.  We have around $72,000 in our CD.  It will automatically redo at 3.8% if we don’t do anything.  President Larry Adams made a motion to not do anything so it will automatically restart.  Director Catherine Lopez-Rajaniemi seconded the motion.  All were in favor.  Motion passed.  Secretary/Treasurer John Caponetto said we had around $14,000 in our checking account. 

President Larry Adams said that we will have Tom Cole, Arizona Registrar of Contractors, as our guest speaker next month.  He hopes to take Tom Cole and guests for a tour of the Academy of Building Industries School. 

Director Catherine Lopez-Rajaniemi informed the Board that the White Night in the Park event will be held April 11, 2026.  She also said that the Community Pride Advocates is going to hold another fund raiser for rehabbing the old church at Davis Camp.

The regular meeting of the Board of Directors was held on Tuesday, July 8, 2025, at Scooters, 2750 Miracle Mile, Bullhead City, AZ.  The meeting was called to order at 12:15 p.m., by President Larry Adams.     

Attendees

President Larry Adams, Secretary/Treasurer John Caponetto, Directors Michael Andrews, Larry Ojeda, Catherine Lopez-Rajaniemi, and Bob King.  Absent:  Director Mike Williams and Shane Chester.  Guest:  Glenn Rajaniemi.                                     

Minutes
President Larry Adams asked if they read the Newsletter.  President Larry Adams asked for a motion to approve the June Board Minutes.  Director Bob King made a motion to approve the June Board Minutes.   Director Michael Andrews seconded the motion.  All were in favor.  Motion passed.    

Treasurer’s Report
President Larry Adams asked for a motion to dispense reading of the Treasurer’s Report until tomorrow’s general/dinner meeting.  Director Larry Ojeda made a motion to dispense reading of the Treasurer’s Report.  Director Bob King seconded the motion.  All were in favor.  Motion passed.

Old Business

Secretary/Treasurer John Caponetto said that at the Academy of Building Industries School the shade structures are up.  The landscaping underground drainage system is being completed.  The rain gutters should be up today.  The concrete pour is schedule for Friday.   Landscaping and block walls will then the accomplished.     

New Business

President Larry Adams passed out a handout from the Arizona Registrar of Contractors form R-62 – Minor Home Improvements stating that this license will allow handymen to perform work with a limit of $5,000 or less in total labor and material costs.  It also said they cannot perform structural, electrical, plumbing or HVAC work.  The Ariona Registrar of Contractors said they are implementing a grant program where they will waive all of the fees for qualifying individuals of the R-62 license, as well as pay for their bonds.  Discussion was held and President Larry Adams felt that the handymen should be qualified before giving them licenses.  President Larry Adams said that he’s hoping to get Tom Cole, the Arizona Registrar of Contractors, to have him come back to Bullhead City to discuss the handymen exemption.  President Larry Adams said he will send a letter inviting Tom Cole to come to Bullhead City to address this.  It was decided not to take any action until the Registrar of Contractors, Tom Cole, shows up, hopefully for September’s dinner meeting.  Discussion on the status of the Recovery Fund.  President Larry Adams asked for a motion to withhold any action by us regarding the status of the Recovering Fund.  Director Catherine Lopez-Rajaniemi made the motion to withhold any action by us regarding the Recovery Fund.  Director Michael Andrews seconded the motion.  All were in favor.  Motion passed. 

Guest Speaker

Director Catherine Lopez-Rajaniemi said that we have Hildy Anguis as our guest speaker for August dinner meeting.  She is not sure if John Gillete will also be there.

President Larry Adams said that Rodney Head, Bullhead City Councilman, will be our guest speaker at tomorrow night’s dinner meeting.

President Larry Adams asked if anyone had anything else to discuss.  He then asked for a motion to adjourn.   Director Bob King made a motion to adjourn.  Director Larry Ojeda seconded the motion.  All were in favor.  Motion passed.  Meeting adjourned at 12:51 p.m.

Minutes

President Larry Adams asked if they read the Newsletter.  President Larry Adams asked for a motion to approve the April Minutes.  Director Larry Ojeda made a motion to approve the April Board Minutes.   Director Bob King seconded the motion.  All were in favor.  Motion passed.   

Treasurer’s Report

President Larry Adams asked for a motion to dispense reading of the Treasurer’s Report until tomorrow’s general/dinner meeting.  Director Larry Ojeda made a motion to dispense reading of the Treasurer’s Report.  Director Bob King seconded the motion.  All were in favor.  Motion passed.

Old Business

Secretary/Treasurer John Caponetto said that at the Academy of Building Industries School the shades are done.  They are laying groundwork to get irrigation done, landscaping, and then block walls. They are getting construction done in the old building.    

President Larry Adams said that they have received an answer to the Public Record Request for information from the City of Bullhead regarding the bid award for construction on Highway 95 and the city’s issuance of 6.5 million dollars to an out-of-town contractor.  President Larry Adams said he didn’t find any irregularities.  President Adams felt they had followed through per request of S & S Concrete.

New Business

Guest Speaker

President Larry Adams said that Justin Flummer, recently appointed Bullhead City Fire Chief, will be our guest speaker at tomorrow night’s dinner meeting.  

President Larry Adams said that he just found out that Mayor Steve DiAmico has resigned as Mayor.  He has accepted a job as director of a newly formed transportation department that will be funded by federal grants.  

President Larry Adams also talked about series of Town Hall meetings in Arizona that are scheduled all over the state that are very informative about jobs and workers to fill the jobs in the state.

Treasurer’s Report

Old Business

President Larry Adams passed out a letter to the Board Members that was sent to Toby Cotter, City Manager of the City of Bullhead City, stating that it had come to his attention that the city has issued in the neighborhood of 6.5 million dollars to an out-of-town contractor in the recent past.  Also, that he was told that all of the labor and materials have not benefited the city in any way.  He said he also attached a copy of the Arizona Revised Statutes, 34-241 to 3-243 and 34-302, requiring employment of local residents as well as a preference for local tax-paying contractors.  He said that he has zero response from the city.  The Public Record Request shows what we are requesting.  Let’s let the city know we are watching them and keep them accountable.  President Larry Adams also encouraged the Board Members to look at the Arizona Revised Statutes.  

Secretary/Treasurer John Caponetto said that at the Academy of Building Industries School the new addition is done in the old shop.  They have moved into the kitchen.  They are putting up the shade structures.  He will be getting with the subcontractors after school is out to finish off the shop building.  

New Business

President Larry Adams said that we received a membership application from Rick Swanson of A & C Plumbing Concepts, Inc.  President Larry Adams asked for a motion to approve the membership application from A & C Plumbing Concepts, Inc.  Director Larry Ojeda made a motion to approve the membership application from A & C Plumbing Concepts, Inc.  Secretary /Treasurer John Caponetto seconded the motion.  All approved the motion.  Motion passed.  

Guest Speaker

President Larry Adams said that Bo Hellams, Executive Director of the Bullhead City Chamber of Commerce, will be our guest speaker.
