President’s Letter

It appears we cannot go a month without losing our contractors. Although he was not ever a member of our association, Jim Roundtree was a general contractor for several years. It is reported that Jim was killed in an automobile accident on his way back from the state of Washington in early July. 

Apparently, there is a new interim director for the ROC by the name of Cindy Casous. Director Casous has indicated that she will be holding a public meeting on August 23rd at the Bullhead City library starting at 10:30AM. She will be discussing the importance of hiring licensed contractors and the public is invited to attend. I and some of the board members will meet with the director prior to the public meeting at the Pueblo Office. Director Casous has also requested a tour of the A.O.B.I and we will certainly arrange that, and we are pleased that she has expressed interest in our school. 

The Arizona State Legislator finally adjourned its 2023 session on July 31st. I believe this is the longest session in the history of the state. Our guest speaker this month will be Leo Biasiucci, one of our district 30 representatives to the state legislature. Leo will be talking about this past legislation session and what has and has not been accomplished. Make your dinner reservations today as this will be a most interesting presentation.

Call To Order

The regular meeting of the Board of Directors was held on Tuesday, July 11, 2023, at Scooters, 2750 Miracle Mile, Bullhead City, AZ. The meeting was called to order at 12:30 p.m., by Secretary/Treasurer John Caponetto

Attendees

No Quorum.  Present were: Secretary/Treasurer John Caponetto, Directors Tonya Frederickson, and Catherine Lopez-Rajaniemi. Absent: President Larry Adams, Directors Chric Morgan, Shane Chester, and Darryl Franklyn.  Guest: Linda Saldana. 

Minutes

Secretary/Treasurer John Caponetto asked everyone if they had read the Newsletter. Attendees agreed on the contents of the newsletter.  No formal motion was made to approve as there was no quorum present.

Treasurer’s Report

Secretary/treasurer Caponetto suggested that the treasurer’s report reading be postponed until the regular dinner meeting.  Attendees were in agreement.  No formal motion was made to approve as there was no quorum present.

New Business

Secretary/treasurer Caponetto informed the board that the speaker for tomorrow’s general meeting is not known at this time.

Director Catherine Lopez-Rajaniemi passed out a flyer regarding Mohave County Fire Officer’s Association voting to explore county-wide Joint Powers Authority. A general discussion ensued regarding aspects of this proposal.  Director Catherine Lopez-Rajaniemi will bring more flyers on this subject for tomorrow night’s meeting.

Secretary/treasurer Caponetto said that at present time, there are no MVIDD contract forms for allocation of water from private owner (non-farm allocations) to private owner. They are trying to develop language to permit owners of privately held water allocations to transfer water allocations to other privately held lands. Presently, water allocations can only be transferred from farming entities. To acquire a water allocation from MVIDD, a contract needs to be negotiated between the transferor and transferee, and an application submitted to MVIDD.  Secretary/treasurer Caponetto said that we may be able to purchase a 1-acre-foot water allocation from Jamie Kelley for the Academy of Building Industries School.  Secretary/treasurer Caponetto will attend a zoom meeting with MVIDD tomorrow regarding progress of new contract and application language.

Secretary/treasurer Caponetto said that Selberg Associates is working on the site plan for the building addition for the Academy of Building Industries school, and submission to Mohave County for approval.

Secretary/treasurer Caponetto said that he is still researching appliances for the kitchen. The school is still working on application for a school lunch program which appears to be based on local demographics.

Adjournment

Secretary/treasurer Caponetto asked if anyone had anything else to discuss. He then suggested an adjournment as no formal motion was made to approve as there was no quorum present. Directors Frederickson and Lopez-Rajaniemi agreed, and the meeting was adjourned at 12:25 p.m.

The regular meeting of the Board of Directors was held on Tuesday, December 13, at Scooters, 2750 Miracle Mile, Bullhead City, AZ. The meeting was called to order at 11L55 a.m., by President Larry Adams.

Attendees

President Larry Adams; Secretary/Treasurer John Caponetto; Directors Shane Chester and Tonya Frederickson. Absent: 9’irectors Catherine-Lopez Rajaniemi, Chris Morgan, and Darryl Franklin.

Minutes

President Adams asked everyone if they read the Newsletter. Everyone said yes. President Adams asked for a motion to approve the November Board Minutes. Director Chester made a motion to approve the November Board Minutes. Director Frederickson seconded the motion. All were in favor. Motion passed.

Treasurer’s Report

President Adams asked for a motion to dispense reading of the Treasurer’s report. Director Chester made a motion to dispense reading of the Treasurer’s Report. Director Frederickson seconded the motion. All were in favor. Motion passed.

Old Business

President Adams said that the Colorado River Republican Women donated two $500 scholarships to the Academy of Building Industries school. President Adams also said that the Mohave Valley Contractors Association bought $1300 worth of books for the Academy of Building Industries school.

Christmas Party

There was a discussion on keeping the dinner tickets separate from the 50/50 raffle tickets. There was also a discussion on how to distribute the gifts. We will have a live band playing during the evening. Secretary/Treasurer Caponetto said he will have cash prizes in envelopes. Hopefully everyone brings a gift. Everyone will get a dinner ticket so that they can participate in a gift exchange. We will also be selling 50/50 tickets.

There was no new business to discuss.

Treasurer’s Report

President Adams asked for the Treasurer’s Report. Treasurer Bouman read the Treasurer’s Report for the month of December 2021. Treasurer Bouman said that the Total Expenses for the month of December were $2,125.00. Total Income for the month of December was $1,468.00. The DDA Account for the month of December was $4,718.14. The Money Market Account for the month of December was $99,559.66. President Adams asked for a motion to approve the Treasurer’s Report for the month of December. Secretary Caponetto made a motion to approve the Treasurer’s Report for the month of December. Vice President Graff seconded the motion. President Adams asked if there was any discussion. All were in favor. Motion passed.

New Business

Discussion was held on whether to cancel tomorrow night’s dinner meeting because of the rise in COVID. President Adams asked for a motion to cancel the dinner meeting. Secretary Caponetto made a motion to cancel tomorrow night’s dinner meeting. Treasurer Bouman seconded the motion. All were in favor. Motion passed.

Appointments

President Adams said that he appointed Chris Graff as Vice President and also appointed Darryl Franklin as a Director. Director Sean Chester was unable to attend today’s Board Meeting, but he may be taking over the Treasurer’s position as Treasurer Bouman is retiring.

Old Business

President Adams informed the Board that Glen had talked to Ed Walsh regarding the 2018 Building Codes. President Adams also said that the County had amended the code for fire foam. It seems that the County never notifies anyone of changes.

President Adams said that he and Secretary Caponetto met with Leo Biasiucci on December 8th regarding Arizona Sales Tax and that they both went to Phoenix and met with Leo Biasiucci and representatives of the Department of Revenue to discuss the sales tax problems.

Secretary Caponetto said that he will send out an e-mail to all of the members informing them that tomorrow night’s dinner meeting is cancelled.

Treasurer Bouman said they have $300 in envelopes. Two envelopes with $50. Eight envelopes with $20, and four envelopes with $10. He also said that a Scooters basket was donated.

Old Business

Christmas Party

President Adams said that the Class Act Band will be playing for the dinner party. President Adams said that we should have different color tickets for the raffle. One color for the 50/50 drawing. Another color for each individual paying for dinner. That way everyone has a chance to win prize. Secretary Caponetto made a motion to have different color tickets for the drawings, and Director Graff seconded the motion. All were in favor. Motion passed.

Old Business

President Adams said that Leo Biasiucci is taking on sales tax problems again. President Adams said he has agreed to work with Leo Biasiucci on these matters. President Adams and Secretary Caponetto are meeting with Leo Biasiucci tomorrow morning and show him examples of TPT sales tax and different sales tax rate.

President Adams introduced Chris Graff to the Board and said that he appreciated Mr. Graff for joining the Board.

President Adams asked everyone if they read the Newsletter.  Everyone said yes.  President Adams asked for a motion to approve the June Board Minutes.  Director Chester made a motion to approve the June Board Minutes.  Director Frederickson seconded the motion.  All were in favor.  Motion passed.    

Treasurer’s Report

President Adams asked for the Treasurer’s Report.   Treasurer Bouman read the Treasurer’s Report for the month of June 2021.  Treasurer Bouman said that the Total Income for the month of June was $695.  Total Expenses for the month of June were $823.02.  The DDA Account for the month of June was $8,096.11.  The Money Market Account for the month of June was $99,551.31.  President Adams asked for a motion to approve the Treasurer’s Report for the month of June.  Director Chester made a motion to approve the Treasurer’s Report for the month of June.  Director Frederickson seconded the motion.  President Adams asked if there was any discussion.  All were in favor.  Motion passed.   

New Business

Guest Speaker

President Adams said that Ron Gould, County Supervisor, will be our guest speaker for tomorrow night’s general dinner meeting.  President Adams said that he would like to thank Mr. Gould as he was the only one that voted against adopting the 2018 Building Code.  The 2018 Building Code will be in effect soon.  President Adams asked if anyone was having problems dealing with the county over the codes.

Community Park

President Adams asked the Board Members how they felt about Community Park.  Director Lopez-Rajaniemi said she wanted to know what the City of Bullhead City is planning to do with the Chamber of Commerce building located at Community Park.  The City of Bullhead City took over the Chamber of Commerce building and turned it into a convenience market.  There was some discussion regarding the Community Park, Rotary Park, and the North Beach area and that area is still BLM land and is under Recreational and Public Purposes (RPP).

President Adams asked if anyone had anything else to discuss.  He then asked for a motion to adjourn.   Director Frederickson made a motion to adjourn.  Director Chester seconded the motion.  All were in favor.  Motion passed.  Meeting adjourned at 12:35 p.m.
